Section 8


The FCCHA provides maintenance to each dwelling unit and building, interior and exterior, as well as providing lawn maintenance.

Rent is based on the resident’s household income, and includes a utility usage allowance. The PHA pays all utility costs and only charges excess usage if the amount used by the resident exceeds the allowance. The cities of Winchester and Cowan assess a garbage pick-up fee, which is assessed to the resident.

Section 8 residents pay rent based on 30% of their adjusted gross income up to the Market Rent. If at any time during their tenancy, the rent amount exceeds the Market Rent, they no longer qualify to live in the unit.
